The problem IMO is the specifics are making a rule way too complicated add to that they are interpreting the specifics to their own idea. The rules for a catch for example are just to over done, they are too specific...when rules get overly complicated a person tends to start interpreting the issues of the rule. When interpretation comes into being the rule varies all over the page.
