No ligaments were torn which is very good. It was broken but that could mean ANYTHING---if it was a simple hairline fracture, and the bone in question did not need to be (basically) reassembled, then it's entire possible the screws make keep it durable and stable. He has no cast and apparently the only surgical action was to insert screws. If there's no pain or swelling, then, it does not have an effect his grip.
As it happens I have a screw permanently in my right thumb because once long ago I completely severed a tendon (from an accident while moving into my current house). Now this is a big klunky screw, as screws like that go, and believe me when it's going to rain I can tell you it is. But otherwise there is no effect. I don't have to adjust anything I do or account for it and didn't have to worry about it from the time I left surgery.
My thing is nothing like his but my thing does leave me open to the idea that yes, since he has no cast and apparently no swelling, all it is right now is that he has a cybernetic thumb with a bit of metal in it.
That's just me speculating...none of us know the actual medical details. But if he's practicing and there is no pain and swelling, and since he never had a cast, I am inclined to believe them if/when they say he can play.
