All teams have to change personnel a bit at a time across seasons, especially with the cap constraints.
Rebuilding means starting over. Rams have not been doing that.
Replacing Cooks and Gurley is not rebuilding. Those are 2 players who had to be replaced because their effectiveness was diminished by injury.
Rebuilding is what Seattle did from 2010 when they hired Carroll to 2012. In 2012, only 3 starters remained from when Carroll took over.
Or Vermeil from 97 to 99. By the time 99 started, there were only 6 players on the entire team who were there before DV arrived.
You would expect some routine, "part of the game" roster moves to happen to a team in 4 years, ie. 2017 to 2020.
I forget what percentage of teams is turned over regularly year to year but it is surprisingly high. That's the norm. I don't think the Rams have done anything more than the norm when it comes to that.
