I can assure you the State's lockdown orders did not come out of any concern for football players. Once you begin to make exceptions for non-essential jobs that completely ruins the entire lockdown. The State's principle concerns were and are how to come up with essential jobs that need to continue for the health and welfare of its citizens. Football ain't one of those. If the California teams wish to continue playing in the face of a surging pandemic -fine-but not in California and that includes training, etc. So your question "how does this help" is a non starter. No one is arguing the Rams will be safer outside the state. The lockdown was not designed to make it safer for the California teams to train and play outside the state. They just are not essential businesses when the concern is the health and welfare of the citizens. Its up to the Rams, Chargers, and Niners to decide on their own how to handle the restrictions. They just can't continue business as usual here, much like my shoe repair shop or my barber shop. They (Rams) are no different than any other non essential business.
Simply put, the lockdown is not designed to "help" the Rams or even make things safer for the organization. Same for my shoe shop and barber shop.
