Personally, I don't think Williams' is going to be with the Rams beyond next season. However, if the Rams really wanted to sign Williams long term they could sign him after this season and simply structure the deal to minimize the impact on the 2021 cap (rather than give him a one year deal and hope they can sign him long term a year down the road).
The first-round tender offer for 2021 is $4,873,000. So if the Rams signed Williams for 1 year, $4.873M then that would be the 2021 cap hit.
Well, the Rams could sign him for 5 years, $85M with a $20M signing bonus and essentially accomplish the same thing. (BTW, this would make Williams the 4th highest paid CB in the league based on average per year.)
2021: $4.8M cap hit ($800,000 salary plus $4M pro-rated signing bonus)
2022: $17M cap hit ($13M salary plus $4M pro-rated signing bonus)
2023: $19M cap hit ($15M salary plus $4M pro-rated signing bonus)
2024: $21M cap hit ($17M salary plus $4M pro-rated signing bonus)
2025: $23.2M cap hit ($19.2M salary plus $4M pro-rated signing bonus)
