Because he's a lot like Montana. He moves well, has sneaky speed (every bit as athletic as some known scrambling type QBs like Wentz for example), but doesn't like to run, all very much like Joe. Not a great scrambler (neither was Montana) but on a rollout or moving pocket he can cover ground. Calm type mentally, remains to be seen if his laid back mentality holds him back but Montana was California laid back too and it was seen as a strength. Same offense, albeit with differences in the run game and how the routes are coordinated but still. Same loaded type look in terms of playmakers around him. Consistent accuracy on throws is also similar.
Where Goff is different than Montana is arm talent/strength. Montana was marginal there. Goff is plus. And really best of all is that Goff is only 25. Didn't mean to turn this post into a rah-rah Goff deal but just pointing out that he's definitely got a lot in common with the guy whose number he wears. And by the time he's done people in LA are gonna consider 16 to be Goff's number.
