I think it's just an accident of fate that when the Oilers were picking 3rd in the draft in 95, the best qb that year was McNair. To me there was no "Fisher type" of qb--McNair was there to pick, they went with it, they built around his strengths. In 2016 when he got to pick a qb high in the draft again, he went with Goff. They just thought Goff was more durable and was the better pure passer.
