I kinda feel that's okay...cuz Burgess is gonna be good at FS...maybe even Fuller too.
We have cobbled a good group of UDFA CBs & DBs these last 5yrs...and seem to keep finding gems. That saves us money for the big-ticket positions that every team needs (LT, EDGE guys, WRs, etc). We'll see if that's the strategy they are playing....and if it works!! I tend to think it just might.
I wouldn't downplay safety. Bill Polian lists it as one of the premier positions you need to stock well to field a good team (also on defense: interior rush). Polian is here, great listen: [

BUT the Rams have a stellar record finding DBs (since 2012)--and they used every approach too. Draft
(Rapp), trade
(Ramsey), UDFAs
(McLeod), free agency (
Talib), finding "ronin" ie young castoffs who can develop (
Hill).
So maybe the Rams are a team that can get away with constant turnover in the secondary.
