that is not the definition....I believe 80% of the population would need to have it
I've noticed that many people mistakenly believe that the only way to achieve herd immunity is through natural immunity--getting the disease and getting over it.
And, no, that's only ONE way to achieve herd immunity.
The primary way with covid-19 you hear about from scientists and trained experts on infectious disease and the medical community is through vaccination.
As for the natural immunity path, that only works if your developed immunity is long lasting. And human beings don't always develop long-lasting immunity to viruses. Some they do, some they don't. With some you are immune for only a few months, and then yes you can get it again.
And as of right now, with covid-19, they do not know if human beings develop longterm natural immunity to this virus. They simply do not know.
Just one of hundreds of examples on this:

One of the big open questions right now is whether recovered coronavirus patients are immune from contracting the disease a second time. “
We don’t know yet if having the virus protects you from getting it again,” says Jared Baeten, a professor of medicine and global health at the University of Washington. The World Health Organization has emphasized that we do not know if people who recover from COVID-19 are capable of getting sick again with the virus. “Individual immunity is not yet proven, much less herd immunity,” Baeten says.
