You very astutely have pointed out that there are two systems at work here: there is the processing component, and there is the reaction component which has a lot to do with muscle recruitment. Goff is a slow twitch athlete (so am I); but with specific drills and certain physical training, muscular recruitment can be altered so that the slow twitch muscles can be trained to now perform fast twitch behavior (I have done that). So, in my case, a distance athlete (5000 and 10000 meters) has become competitive at the middle distances like 1500 and 800 meters, and at sprinting (200m).
It's just a matter of doing steady, consistent work to change muscular system recruitment.
Unfortunately, the brain isn't a muscle so I'm not sure this type of training would apply. Familiarity and anticipation can improve with repetition but I don't know that processing can increase much(at this stage). By the time you're a pro for 4+ years, I think the game has slowed down as much as it's going to and you're going to see and react as good as you're going to.
