You very astutely have pointed out that there are two systems at work here: there is the processing component, and there is the reaction component which has a lot to do with muscle recruitment. Goff is a slow twitch athlete (so am I); but with specific drills and certain physical training, muscular recruitment can be altered so that the slow twitch muscles can be trained to now perform fast twitch behavior (I have done that). So, in my case, a distance athlete (5000 and 10000 meters) has become competitive at the middle distances like 1500 and 800 meters, and at sprinting (200m).
It's just a matter of doing steady, consistent work to change muscular system recruitment.
