Even just setting aside the OL, they went 10-15 (.400) in 2013-2014 with backup QBs tossed in due to injury. There are just not many teams in the NFL that would do better than that under the same circumstances.
I get that people wanted to move on from Fisher (by 2017 it was clearly time), and McVay was a great hire. But you have to look at the context judging a coach. Fisher was dealt some bad hands (and misplayed a few hands too), but he was solid given the circumstances in ways that a lot of Rams head coaches (like Brooks and Linehan) were not.
