It's one thing to offer a glitzy looking package of big numbers; it's another to guarantee that money. And that's really what players are looking for now as they understand that the only part they can really count on is the guaranteed part.
If Saffold is offered $2mil more guaranteed than the Rams will pay..... he's gone. And you would be too. $2mil is a LOT of money even to a wealthy person.

BTW, we are probably talking about the difference between $10M to stay with the Rams and $11-12M with another team. Probably a non contending team. And his family has to uproot.
But the bigger carrot for him is that I think he LOVES it here. Players, coaches, and the winning.
He’s already rich. Financially set for life.
So yeah, another team will have to offer $2M or more that exceeds the Ram offer to lure him away. Especially a team like the Jets. Lol.
