Goodell's logic is beyond me.

I guess in a loose way of speaking, a bad call could be spoken of as a "missed" call. But technically he didn't miss anything. He definitvely decided it was not PI. His reason was wrong, but he didn't just miss what happened.

This is why these subjective penalties should not be reviewable. Unlike a bad measurement or missing the fact of whether or not a ball touched someone, was fumbled, etc., sometimes a non-call isn't a "miss" but a definitive statement that something is, in fact, legal. To allow someone who isn't even close to that action to try and legislate that after the fact can only introduce more accusations about the league trying to fix games. It will make the problem way worse.
