If he really said that to NRC, then he's admitting that he knew NRC got there early, but didn't call PI because of a tip. And on a call that crucial, if he thought it was tipped, he should've huddled with other officials to confirm it (AFTER throwing a flag). Furthermore, a tip could've been confirmed by replay if necessary, since it was inside of two minutes. Seems to me the ref knew immediately that he blew the call and tried to come up with a fast excuse as to why he didn't call it.
