in stadiums especially domes. It's not supposed to happen....well we've been to Atlanta and that was happening....again the NFL has enough rules but instead of enforcing them they just choose to add more rules..not make sure the rules already in the books are enforced...Kinda like how the real world works....just in a microcosm type deal...
