1st, you are looking for a TE like a Gronk, or a Kelce, or even Kittle. I'm not sure McVay is. He had a TE in Washington that was (still is) vastly undersized at 6'-2" 245 lbs. And if McVay wanted a Kittle type, he could have taken Kittle. He didn't. in fact he had his first pick as HC (or Snead and McVay made the pick, whatever, you get my point) Everett. Everett is here for a while, as McVay will give him every opportunity to succeed.
2nd, TEs are getting lighter, most are more H-backs now then actual inline TEs. Even the bigger ones are softer then guys like Kelce.
Lastly, it seems like McVay likes to use Cooks down the seam. I have a theory for that, and it probably is all wet, but I will share it anyways. We all know McVay runs a space based offense. Cooks is that deep threat he covets to create space. I think having Cooks in the middle of the field forces the FS and the SS to make decisions and based on those decisions, creates space underneath for guys like Woods and Kupp or even Reynolds. or if he is singled up, take the deep shot. if you add a TE up the seam, 1, he isn't taking the top off the defense, 2 it clogs up the middle for the other WRs. Lastly, McVay thrives on mismatches (see Kupp matched against Anthony Barr) and he wants his TEs on the outside against MLBs trying to chase, which also drags a defender out of the middle, creating more space inside.
Again, I'm no offensive mastermind, but this is what I am seeing.
And for the record, I would love a TE in the 4th or 5th round that could stretch the seam some.
