They review every play - they see the holds that aren't called. They are aware of them. The fact that more aren't called is proof enough that they are "managing" this aspect of the play.
That is an interesting way to put it and I agree.
Not affecting the game: This seems to be the thought process from the officiating world and fans...they don't want to affect the game. WELL, when player A is about to make an impactual play and player B (let's say) holds player A. If the official sees it and doesn't throw the flag....you ARE impacting the game. Advantage to player B and his team.
Affecting the game: making the call or not making the call impacts the game. IF you want to let a penalty go...then let the one go that is not affecting the play, although that can be tricky too.
