I think he really means franchise qbs. I agree that "elite" is too strong a term--there's usually at most 3 or 4 of those a decade. In terms of franchise qbs there's a couple of dozen in the league and yes, 2-4 more every year. In the last 4 years it has been Winston, Mariotta, Prescott, Goff, Wentz, Watson, Trubisky, Mahomes, Mayfield, Darnold, Allen, and Rosen (that we know of so far), That's 3 a year with no signs of abating, with 2-3 already being mentioned as possible first rounders.
