I'm not sure I believe in rankings. They seem kind of arbitrary and subjective. I think I believe more in categories. Elite, very good franchise qb, qood franchise qb, young qbs looking strong, average qbs, game managers you can win with, and so on.
In terms of top 10, I see these qbs as all having a chance to be among the top 3rd of the league in 2018. In alphabetetical order, it's : Brady, Brees, Carr, Goff, Luck, Mariota, Rivers, Rodgers, Roethlisberger, Ryan, Stafford, Watson, Wilson, Winston, and Wentz. Some of those are iffy but could break through. Plus, maybe there could be a Flacco or Eli revival. Maybe Dak, Smith. Cousins, Newton, or Mahomes come through. Maybe Keenum has another big year even though he doesn't have top 10 talent.
Top 10 for me would include completion percentage, TDs v. INTs, yards per attempt, and big game come-through ability.
Right now I couldn't tell you which of those 15 plus possible wildcards will achieve that in 2018.
Having said that, it is obvious that some have a better chance than others. It would be surprising, for example, if Brady, Brees, Rodgers, Roethlisberger, or Wilson did not come through. But then surprises happen.
