Yes, it's specific to the Rams' board (even if there isn't one specific BPA at any one point as ZN pointed out) and it's the same for every team.
The main point is that there is no universal ratings....but as I pointed out above....I think we're in a minority that really believes that.
I think that is demonstrated every year during and after the draft. You'll frequently hear fans complaining about a pick as "not being BPA"....because they're thinking there's a obvious BPA at every pick that everyone should know.....Also, labeling a pick as a "reach" implies that there is universal or consensus ratings that wasn't followed by picking that player.
A LOT of that kind of commentary goes on around every draft.
Yeah that's just all true....based on everything we know about the draft in general and the Rams draft specifically (from a long long list of sources detailing their draft process, going back to when Snead was hired).
Sometimes though, they will fall in love with a specific player and trade up for him (like Joyner in 2014). But is that "BPA"? I would actually say that "falling in love with player X" includes a lot more factors than simply saying he's The Best Player. Chances are the way they had Joyner ranked he was falling lower than they expected, was to them clearly ahead of any other 2nd rounder, PLUS fit both a need AND a desire (the desire being to collect certain kinds of players in the secondary). I don't think that fits what most people mean by "BPA." And there's a real good chance the Rams had Joyner ranked higher than other teams, which fits what you're saying about there being no universal one-by-one ranking.
Another good example---Goff. Was Goff really "the best player" in the 2016 draft? It's more like this. He was one of the 2 best qbs, the one they liked the most, and unless they traded up to get him, they were not going to get him...and they got him because they NEEDED a qb. Without that need there's no trade-up.
Oh and fwiw I also think they were right about Joyner. I think the Rams defense is just better when he's on the field.
