Yes, it's specific to the Rams' board (even if there isn't one specific BPA at any one point as ZN pointed out) and it's the same for every team.
The main point is that there is no universal ratings....but as I pointed out above....I think we're in a minority that really believes that.
I think that is demonstrated every year during and after the draft. You'll frequently hear fans complaining about a pick as "not being BPA"....because they're thinking there's a obvious BPA at every pick that everyone should know.....Also, labeling a pick as a "reach" implies that there is universal or consensus ratings that wasn't followed by picking that player.
A LOT of that kind of commentary goes on around every draft.
