Each player gets a numeric rating.
If there's a high to mid second round players at 87 and the other possible picks are rated much lower either you pick the talent and get a "steal" or you trade down for more picks. Only when similar ranked players are both available would you worry about a positional need.
Another thing if there's a cluster of nearly similar players let's say 1-87 to 1-91, we could take any one of 5 players in the first position or trade down a few slots and still make a solid pick while adding a later pick. Also, if we are just a few slots below such a cluster and really want one player there we would trade up a few slots. I really think that apparent need aspect is way over rated. You take the best talent. If you get a lot of players at one spot you can trade for other positions.
