I agree that the RZ efficiency is an issue and has been with McVay even when he was in Washington. But there is one counter to you stating that Cooks' speed won't work inside the 10.
By having an effective deep threat who has consistently produced, they will have more explosive plays, more quick strike TD scores. In theory that should offset some of the subpar RZ efficiency. Last year Goff and Watkins really never connected on the deep strikes. This year should be an improvement.
