How many teams are so impacted by the cap that they're not able to sign the guys they want?
I mean, has the cap actually prohibited teams from signing guys they wanted to keep or is it a matter of perception. There seems to be only a small amount of teams that are over the cap. I get the impression that teams can sign all their guys if they want to and decided to let guys walk just to keep the market from going nuts.
What I'm getting at is that I believe it very likely that the Rams can sign Watkins or anyone they want, and the cap really isn't the prohibitive deterrent that its made out to be.
