Voss pretty much wrote the book on hostage negotiations for the FBI.
You do start of negotiations a long way apart, but you never start by using such antagonizing language.
It just creates polarization and reduces the likelihood of reaching an agreement.
The last CBA negotiation, the owners had a war chest set aside because they planned from the beginning to lock the players out. Given that I don't think the union has any particular reason to see management as being anything but as antagonistically aggressive.
