The NFL could have given them to whoever wanted them. The NFL loves to make money. The should have auctioned them off to make a few dollars and let them be somebody else's clutter storage problem and made lots of money off of them.
Personally, I never really cared about that much. So what they have tapes of practices. They have tapes of games too. There are hundreds of plays the Rams had so any of them could have been ran so I don't see hardly any values in those tapes.
Again. Try to grasp this. They were evidence for one thing only and contained nothing else.
You burn them because their existence is illegal in the first place. Given that, since they
cannot be evidence for anything else, why keep them?
Meanwhile you are asking for tapes of teams's signals to be made public?
