what happens when a ball is fumbled out of bounds anywhere else on the field??

It's placed where it went out and the offense retains control at that spot. If the ball is fumbled out of the EZ....why is the offense penalized when they are not for the same thing anywhere else on the field??? It's not like a HOLDING call in the EZ that turns into a Safety...that makes sense. IF the offense fumbles the ball out of the EZ and no one recovers it...the ball should be placed at the 1 and the next down should played. I DO NOT understand the competitive aspect of the current rule. At all.
