I agree with most of what you said here. I agree basically with the spirit of it. I'd imagine that most teams operate that way.
But I believe this particular line above is incorrect. I don't have a link but IIRC, there was an article that went into depth on how the Goff trade happened. Snead approached the Titans GM very early in the process; way before workouts with players were taking place. Then they agreed that a trade was viable and to the terms in principle.
It was at that point the Rams started working out Goff and Wentz.
My reading of the situation was that Snead initiated the trade talks and did the leg work of getting it in place.
But was it his idea in the first place? I don't think we know that. I think it was as you said that they reached a consensus on the desire to trade up for a franchise QB prior to Snead approaching the Titans GM. That's where I agree with you.

Yes. The two GM's had rooms right next to each other.
The article talked about how Snead was so giddy and thought it may be fate that their rooms were somehow neighboring each other. Snead liked that they could talk trade without anyone getting suspicious of what they were doing.
