As a rule teams don't lie about their contract stance. For one thing any lie could simply be undermined by an agent leaking the real story. For another, far from teams being secretive, they tend to use public opinion as part of the process. They will cultivate that if it they believe it leads to public and media support. So just the naked idea, in the abstract, that teams keep their real feelings about holdouts or extensions to themselves is not born out by real events. Real events tell us that in those kinds of negotiating situations, teams not only gain nothing by being secretive, they actually tend to try to cultivate public perceptions....and beyond that, an agent can leak anything he wants any time.
The the top Rams exec says that the player in question deserves a special contract, you can bet that's how they feel and are really acting.
Besides, making a statement like that would backfire if it weren't sincere. They can't privately lowball a guy while publicly claiming he deserves a higher contract.
