What I am saying is that Jeff Fisher had the lion's share of the say-so in determining which players Jeff Fisher was going to coach.
I just cannot imagine why there would be any other conclusion to reach.
The Rams threw caution to the wind to hire Fisher. At the time, they were considered winners of the 'sweepstakes' to get him.
Can you imagine a scenario when Jeff Fisher ... nurtured at the knee of Buddy Ryan ... wouldn't have demanded full control over player personnel?

But then a lot of that "final say so" was more hypothetical than real. So if Boudreau gets with scouts and says "okay this lineman fits what I want" is Fisher or any coach going to argue with him? Based on what?
Having final say in this model is like being the chair of a committee where all the members do work and have ideas. You're not a dictator or an overlord. You don;t flat overrule people. But in the end the players would be the KIND OF players he and his coaches wanted for his system.
And given all that, in that model, yes if you have to have a buck, the buck
does stop with the committee chair. That's true.
