Actually they say those things in advance and they're well known.
Fisher had final say. We know that. That was known from the time of his hire in 2012 forward.
BUT "final say" doesn't mean what some people think it does. It doesn';t mean that he just picked who he wanted on draft day. The way the Rams approached the draft, they got together--coaches and personnel people---weeks before the draft and make a ranked board. All the debates and differences come out then and get resolved. They then stick by the board on draft day.
Fisher couldn;t run the entire draft because he did not study ALL the prospects for 12 months. The personnel guys did that. So the coaches have to rely heavily on personnel people, who in turn have to know what kinds of players fit the coaches systems.
It's all very collaborative, and is based around a consensus model.
NOW Snead has final say, which makes sense because he has more years in personnel work than McVay does. But it's STILL a consensus model. It's still a collaborative process. So Snead will be picking people that he knows fit what the coaches need and want.
