Not being a doctor, I would say that it is stable enough to pass a physical but he can still tweak it.
The key here is that the Rams did not say the knee was an issue. In fact it sounds like they're trying to prevent it from being an issue. From what they said, it sounds like they're just being extra cautious. Erring on the safe side. Not that Dunbar can't play right now. The giveaway phrase when that's going on is when they say they're "just being smart about it."
