Of course they do. Unless they plan poorly.
It's just rare that an elite DT is one of those players around the league for the simple reason that elite DTs are themselves
that rare.
No one says "if we had Mean Joe Greene it would mean we could build a tremendous defense around him, but we're not going to do that because we won't pay Mean Joe Greene."
