With the historic drought, the flooding can cause movements in not just the table, but shift soil conditions and affect the seismic calculations that play on the engineering requirements after the deluge. Just having to sample the soil conditions, re-calculate the engineering and revise the drafts to those plans is a very huge undertaking that would take months. It's not just a cup that fills, drains and refills. You also can't just say it rained in Cali and it rains in Minnesota all of the time, so what's the big deal? It's not the same thing (and not saying you, Jimmy. Kinda responding to a few posts here).
