Since the NFL presented that NFL relocation guidelines were to be followed and communicated that both written and verbally, St. Louis spent a great deal of an investment to meet those requirements which they did.
It is fairly known via interviews with Fisher and others that there was never any intent that the team and league would honor what they said they would do.
This meets what is defined in this link as Fraud.
Why have the relocation guidelines. It is a way that the NFL can extort money to the highest bidder. Act like it is going to be followed to get the ante up and than at the end, do what you want anyway to maximize the money.
They be better off in being open about it and say the owners have the right to do whatever they want, which I believe they should be able to do whatever they want, but if they did, they wouldn't be able to extort more money.
Hence, this is Fraud. Lots of misrepresentations knowingly and deliberately going on.
