Last year I don't think he had the right guys to bring him along, but yeah it's possible he doesn't have the mental acuity to play at this level. I think it's unlikely, and still believe this guy is going to be a very good or better QB, but have to admit we still don't know.
This particular staff is stacked in his favor. So the obvious answer is "you're up to bat Jared." He needs to show us something this season, no way around it.
