I see your value idea here, and it makes sense. I think people look at Kupp's three games against FBS schools and they pause to see what's missing. It's hard to overlook those three games for some people:

Not saying it's warranted, but people it's hard for some people to overlook that.Hell, Stewart would be more value here, and that guy is absolutely deadly with the ball in his hands after the catch.
I'd say both are Top 120 tier guys for me (so after Top 60 tier). I'd put Kupp at the higher end because I prefer how he consistently catches the ball...hands are always perfect with placement and spacing from his body. Carr is a bit quick to get his body involved, but plenty of catches where he snaps up passes fully extended and any angle away from his frame.
On the big games, Carr shined in big games also.
