No, actually, I think that;s wrong.
According to one metric for example the Rams are tied for 4th in "big pass plays" of 25 yards or more. [
stats.washingtonpost.com]. Counting those tied for 3rd and 4th, that means CK is among the top 5 qbs in the league at that.
Britt and Quick are both in the top 10 among receivers for yards per reception.
One of the things the Rams COULD do with Keenum was throw long. They did it at a clip that would put them at the top third of the league---meaning the percentage of attempts that were 30 yards or more. Right now that's 5.6% which is good. You will not find many teams with that high a percentage.
I do know that on passes in the air of 31 yards or more he had a good completion percentage. People who just remember and magnify the misses are actually mistaking what really happened. Keenum had decent long accuracy---mostly because arm strength is not the only thing you need for that. There's also touch, timing, and anticipation and also just having chemistry with the receiver. (It's a fallacy that you need a strong arm to throw long. Heck there are strong-armed qbs who cannot hit long passes because they do not have the other things. Think for example of Kyle Boller.)
Now will Goff keep all that up? Sure, yes. That's the Fisher Rams offense and always has been. Run the ball, sustain some ball control passing, and take a fairly high percentage of shots. They were doing that with Hill and Austin, they were doing that with Foles, they did it with Keenum, they will do it with Goff. Could they do it EVEN more with Goff? Yeah if he hits them at the same rate Keenum did at least, sure.
And yes the Rams offense is set up to take shots like that---it's Britt's strength in fact.
In terms of what Goff brings that Keenum didn't? He has a laser and CK was a touch passer. That means the 11-20 yard passes (deep outs, deep digs, etc,). They may or may not throw long more (though they were already throwing long at a fairly high rate) but IMO they could develop a strong medium range game, which is where they actually REALLY lag (and not with the deep stuff where they did not lag at all).
