Pro QB is very complicated today. Takes some guys years to develop. Matthew Stafford, Matt Ryan - playing some of their best ball now.
So you picked 2 real examples out of 26 qbs drafted in rounds 1-3 from 2011 to 2015? (It's only 2...Tannenhill signed an extension.) Neither of which is partlcularly compelling as an example. Bortles is regressing, and is a judgment call; Kaepernick DID regress and actually failed to develop. We know that about each of them already. Meanwhile, the other 24 qbs from that period? Everyone knew who to keep and who not to. (I chose 2015 as the cut-off year for my examples because that's the furthest you could get from 2011 as a rookie and be without a 2nd contract yet.)
And no it did not take Stafford and Ryan "years to develop"---and their respective teams knew it too, since they were in fact both easily signed to 2nd contracts as starters. It took years for them to play their best football. Not to develop. Different thing.
