Could be that Goff is throwing the ball well, but still not up to speed calling protections, making pre-snap reads, audibling to the right play, and/or going thru progressions fast enough. (And I don't know if any of that is true - just trying to explain how 'looking good' in practice might not translate directly to 'ready to start'.)
