I don't even close to presume the motives of Kroenke, but I can certainly understand, as I get older (he's in his late 60s iirc?) wanting to do something that is remembered long after he's dead. Bringing the Rams to LA to the joy of mobs of fans could very well be a legacy he was comfortable with creating for himself, something he'll be remembered for. If he increases his team's value by a few billion ALSO, I'm 100% sure he's okay with that too Nobody's saying he's altruistic, after all.
