You should talk to him yourself. His response would I think be along these lines---of the bottom 10 teams in passing play percentage in 2015, 6 were in the playoffs. If you look at the bottom half of the league in terms of passing play percentage (16 teams obviously) 10 were in the playoffs. Yes teams in general pass more compared to prior decades, but then, within that framework, that also led to a league that countered with focusing on the pass rush, so now (with some rare exceptions) if you can't run the ball you're in trouble.

To me the question makes no sense. You took me saying that teams run a lot in the modern NFL (relatively speaking) to mean that qbs are not needed. It's not either/or. It doesn't work like that.
But. To answer. Because of 2 things.
First, within that framework, you do better if you have the best possible qb. It is core to the Rams identity to challenge defenses with deep passes. The last couple of years they have been in the top third of the league in terms of long pass percentage.
Second, Fisher teams are generally balanced, not run heavy. When the rookie qb is up to speed, they will be balanced again. The idea that Fisher was always run heavy is a myth. It's circumstantial...he's either starting a #2 qb (albeit, IMO, a good one) or a rookie. Under those conditions it's smart to go run heavy. When Goff has his feet under him, IMO, they will go back to being more balanced.
With this caveat. "Balanced" in this era does not mean 50/50. It's more like 56-60% passing.
