He was in the Jaguars draft room and wrote a story about it for the Athletic. There is an anecdote where he asked James Gladstone (the former Rams' scout) who he thought the Rams would pick. Gladstone looked up at the available players and said Ferguson. Neither Gladstone nor Silver have any reason to lie. So as far back as January, it is apparent the Rams were keen on Ferguson. Its not proof, but it suggests the Rams were truthful about what was said.
