The Rams introduced the gold & blue uni's for the 2000 season, meaning they had to request that change prior to March 1, 1999.
The change was already done, uniforms designed, materials spec'd, ordered, etc. Done deal.
All the prelim stuff done, the experimentation with the powder blue and gold and the other combinations looked at, don't know all of them. There was no way to change once they'd begun it.
