All the Rams have to do is keep three QBs on their 53 man roster. It might not be easy to do in practice, but teams do it.

On game day the Rams could have Stafford and Garoppolo active and Bennett inactive. But they could have Bennett dress as the 3rd QB - even though he is inactive - and he could play if both Stafford and Garoppolo were unable to.

Edit re: Winn
I'm pretty sure the Rams can cut Winn at some point and sign him to the practice squad and it is my expectation that they will do just that.
There's a new twist to the 3rd QB rule this year:
"This year, teams will be able to elevate the emergency quarterback from the practice squad" [

So we could see this for the first two weeks of the season, while Garoppolo is serving his suspension:
- Stafford and Bennett will be on the 53 man roster.
- Winn will be on the practice squad.
- Stafford and Bennett will be active on game day.
- Winn will be elevated from the practice squad but be inactive on game day.
- Winn will dress on game day even though he is inactive and will be eligible to play as the 3rd QB if both Stafford and Bennett are unavailable.
