Sure, they could draft a lesser rated rookie defender and fill a hole with a body, but that doesn't mean the immediate need is filled if he isn't that good or has typical rookie woes.
The draft is crapshoot. Take the best player within reason.

If you have -- lets say a 9 on offensive guy and 2-3 defensive guys 8.5 ... then you have to weight. BPA
is a nice theory but it works and also does not work
If it is a really lesser-rated guy, then yes, go BPA, say it's a 9 for offensive guy and a 7.5 for defense, then get the BPA
because the draft is a crap shoot you don't know that the "9" is going to be better. It's a crap shoot, so it has to be a significant
drop and trust your scouting/personnel department.
