The Lions were a bad team, but they were where a QB the Rams wanted was playing. That was just one of the reasons Stafford was available.
If Lions were good, Stafford would not have been available.
But I think it's nonsense to think Rams punished him like what was said to happen back in the day --- you'd hear or read stories about being banished to Green Bay or Buffalo or Tampa Bay (bad from the 1980s-mid-1990s) ... Just because Lions are not a good team is no reason to think that is why he was sent there.
