The Rams use a both/and approach:
As I understand it, and to simplify, the Rams start with a matrix, or rubric, and choose from that. Each player they're interested in is assigned a value. The matrix gets hedged by who will be available later if they choose player X now; or must they choose player X now in order not to miss him if they wait.
The rubric consists of how they evaluate each player at positions of need. the player with most points in their system when their turn comes up gets the call, in theory, barring adjustments made on the fly before and while they're on the clock.
Let's say Puka rated high on their system but they thought they could get him later - so they did. That enbled them to choose other players earlier that they wanted. But the system for evaluating players is in place f before all that happens.

And then you have the McVay factor, which I'm not sure anybody has figured out.
