I wouldn't completely rule it out - especially if Penix, Jr. falls out of top-15 due to injury concerns. Despite his performance in the NC game, I think that McVay would love his accuracy to all three levels of the field.
For this to happen, though, the Rams would have to believe that 2024 is really their last shot at a Super Bowl with all of their foundational pieces. I mean...Kupp is no longer the elite WR we're used to. And though I don't expect AD to defeat the triple-teams he's still getting, he doesn't seem to be defeating the doubles at the rate we've seen in the past either (though this could be due to NO other legitimate alternative pass rush threats playing with him). Regardless, I don't see him playing past the 2024 season.
If he gets loose from Jax, I could see the Rams making a strong push for Allen. Thereafter, it'd be Burns - a player the organization seems to have long-coveted. Maybe re-sign 'spoon to a "prove-it" deal and look for more CB help in Round 2? If that's ALL the Rams got this off-season, I wouldn't be mad.
Then Penix would likely be ready in 2025 after a year of tutelage.
You can't rule it out.
